Draft of Political Agenda of the Civil Coalition of Youth Revolution
Yemen-The Civil Coalition of Youth Revolution (CCYR) based on diversity and pluralism. Its membership-belonging is voluntariness. It respects the intellectual and political choices of its members.
It aims to finding coordinating and collective channels for the diverse revolutionary representations and focusing on the common goal of toppling the regime, which is the main objective sought to by the peaceful people revolution since its first spark.
As remove the regime is only the gate to build a modern democratic civil state, the CCYR affirmed the importance of continuing the peaceful revolution to meet this end.
A National Society of diverse social, intellectual, political, technocratic representations should be formed now, drafting a democratic constitution assures the following:
– Respect the choice of southerners and do justice to the Houthis
– Emphasis on the nature of the next government as a modern, civil and democratic state of federal system.
– Islamic law should be one of the legislation sources
– underlines the commitment to the Universal Declaration of human rights and on equality between men and women and the criminalization of discrimination due to race, color, custom, language, profession, or belief
– Separation of powers
– Independency of the judiciary system
– Political, intellectual and creative pluralism
– Freedom of speech and expression, freedom and independence of the media and press, and the free flow of information
-Abolition all laws and articles prevented from freedom of the media and press, the Ministry of Information and the transfer of the governmental media to the public ownership as independent institutions that have a supreme elected council under the authority of the House of Representatives.
Politically:
» The revolution does not end once the regime removes. The fall of the obsolete regimes, based on fanaticism and the components of the pre-state, leaves possibilities for reconstruction. The structure of the revolutions leadership requires concerted efforts to be fully represented and begin the formation of a constituent assembly, which holds the drafting of democratic constitution and to be approved by a referendum. Then, a free and democratic elections for president office and parliament is held through the proportional system. As well, re-drafting of all constituent laws according to the constitution, particularly the family law, elections, political parties, sanctions, punitive measures, pleadings and judiciary..etc
The CCYR affirms the right of southerners to free choose the form of the federal entity, and their right to restore all what they lost due to the unjust war in 1994, either as individuals or society.
« It thinks the necessity to give the citizens of Sadaa and the war-affected areas their fair demands in compensation and the right to participate in building the national entity on the basis of the modern democratic civil state.
The balance, openness, tolerance, renunciation of violence, exclusion and discrimination in the political life and dialogue among the political opponents are at the forefront of the CCYR functions.
Forces of the youth should actively participate in public life and contribute to the development plans and constitution. As the CCYR welcomes the international political initiatives and resolutions, it refuses to give President Saleh and his gang, involved in shedding the blood, plunder of wealth and ignite strife and wars, any immunity guarantees, demanding for a fair trial.
The democratic compatibility and participation, respect of diversity and pluralism, is what the CCYR looks forward to building the national entity. The CCYR thinks the necessity of continuing the protests flame even after the great expected victory of the peaceful revolution.
Economically
The public, private, mixed and cooperative sectors must be rehabilitated. It is important to courage and protect private property and initiative.
Prevent senior officials from engaging in trade and have to bring clearance before taking responsibility. As well as, restore the looted funds of public and mixed sectors, as the corrupt elite practiced a non-institutionalized approach of privatization and transferred public property to private ownership.
One of the top priorities is to address poverty, unemployment and inflation. Economic reform needs a program to rebuild its ruined economy, in instance the port of Aden, crippled by corruption, has to be converted to a free market. It requires to hire economic experts, formation of higher economic council restructuring the economy, address the issues of agriculture, industry and investment, encourage the national capital in formulation of plans and linking economic development to justice and political freedoms.
Military and security
Military, the army forces must rebuild nationally from lowest to highest and vice versa.
The basic function of the army should be limited to protect the country from external threats and non-intervention in internal conflicts and The military camps must be out of the cities and towns.
» A real national democratic doctrine has to be formulated and impregnated that any tribe or family or party, or even several parties, unable to turn the military into anti-people and circumvent the citizens will.
The leadership of the Army must be classified under a civil leadership, considering the Minister of Defense as a part of it, subjected to the civil administration and executing its instructions.
The first task is to dismantling control of the tribe, the family and the political parties on the military and security and rebuilt according to modern national scientific basis on the level of the armies of the modern democratic countries.
For the security, it must be restructured and abolition of the security services specified by names and keep the civilian police with sticks only to the maintenance of order and law, not to suppress the citizens and assault the public freedoms, democracy and freedom of expression and press.
